What are the implications of the clawback tax in Romania?

The clawback tax is a highly debated topic. Although this particular mechanism is technical and should be aimed mainly at drug producers, it has become a matter of general interest through the multiple implications it may have on the entire healthcare system and perhaps on other sectors - which could impose such a tax to other economic operators.
